Think of the special moment frame transverse reinforcement as extra-strong \"belts\" tightly wrapped around the vertical steel bars inside earthquake-resistant columns to keep them from breaking during strong ground shaking.
Seismic calculations are based on ground acceleration values in the code specified time spectrum curve from the American UBC 1997 where earthquake behaviors were collated in 1990 under different soil conditions, ensuring that each building’s design is tailored to site-specific seismic risks. Basically, said calculations measure how hard the ground could shake at a specific location. So, we use these local shaking predictions to design each building just right for the earthquake risk in its exact area.
This is why, there are strict quality control and quality assurance protocols that are implemented for material selection and construction methods.
